Community Integrated Living Arrangement (CILA)

Community Integrated Living Arrangement (CILA) is a living arrangement for adults (age 18 and older) in a group home, family home or apartment where 8 or fewer unrelated adults with developmental disabilities live under supervision of the community developmental services agency. Residents receive complete and individualized residential habilitation, personal support services and supports under the direction of a community support team within the local agency.   • A 24-hour supervised home that undergoes full inspection, at least, once quarterly; has disaster evacuation plans posted throughout; has a schedule for conducting safety drills; monitors water temperature and First Aid kits regularly; monitors the safekeeping of cleaning supplies.
  • Adequate staff to consumer ratio and one-on-one staff to individuals, who require it.

  • Up-to-date training in OIG’s Rule 50 by the first day of paid status and have all the required background clearance on several background checks, such as the Illinois Health Care Worker Background, OIG Sanctions List, CANTS, and Illinois Sex Offender Check.
  • Current CPR and First Aid certification and have received training on each individual’s ISP, the individual’s goals and objectives, the individual’s Behavior Protocol and other relevant documents.
  • Extensive training in supporting every individual in areas of Behavior Management, Independent Living, Community Integration, Economic Self-sufficiency, Medication, Menu Planning and Meal Preparation, Recreation and other areas as specific individuals may require.
